Thought Progress Solutions was founded by Thomas Moore to bring together two areas of professional expertise that are rarely integrated within a single behavioral health organization: clinical practice and disciplined project management.
Thomas holds a Bachelor's degree in Psychology from the University of Maryland Global Campus and a Master of Science in Clinical Mental Health Counseling from Walden University. He is a Licensed Graduate Professional Counselor (LGPC) in the State of Maryland and is currently pursuing doctoral study in Counselor Education and Supervision, with an academic and professional focus on clinical practice, behavioral health, and emerging research.
Alongside his clinical career, Thomas has developed extensive experience in business and project management through work supporting federal information technology contractors, business development operations, proposal development, contract support, and strategic organizational initiatives. He is also a Project Management Professional (PMP).
This combination of clinical and business experience informs the way Thought Progress Solutions approaches public-sector work. Behavioral health programs require more than clinical knowledge alone. They require effective staffing, structured implementation, stakeholder coordination, operational planning, performance management, and accountability for results.
